Why do they call Govt. handouts "entitlements?

Entitled to what? Yes, school, police, fire protection, and (equal) opportunities for a good job. Not free medical, welfare, section 8, "Affirmative Action", food stamps and on and on. The word "Entitled" means "to give claim to". In my opinion people are entitled to get paid if they work for it, not just by being born here (or flock here). Yes many can't work, yes, help provide for them, but the others, I think not...This is not a "rant", I am just asking how others feel?..
